Does this really qualify as a "work at home job"?

I go the following email the other day which is one of the more unusual requests I've received. I'm not really sure it qualifies as a "work at home job"…

Here it is:

"My Names are [removed for privacy reasons], Am a [removed for privacy reasons], am 27years old. i Speak the Major THree languages in my Country including English.

I want am Employement as an undercover or a spy in combating Crime or any form of Terrorism or Posible [removed for privacy reasons].

iI just want to Work for but not just a work but an highly Inteligent one.

I shall be Greatfull if my request is given due considerations and Approval Too.

I didn't really know how to reply to this. But I was curious as to whether perhaps the Department of Homeland Security has a telecommuting program.
